Most reflection shaders use what's known as screen space reflections. This method takes a screenshot and adjusts it but because of this it requires a second pass to remove the UI and hands before rendering the final image. Ark: survival evolved suffers from this issue because they fail to make the second pass causing things like your hands to reflect on the ocean from far off. This shader does not use that method and because of that you have to look at the sky to see the water reflecting. It's not a bug just a symptom of their method of handling reflections.

That's not a bug. It's getting the colors for the reflections from the already-rendered image, so it can't get the colors for the clouds when you look down.

Do you mean when you look up and you can see the cloud shadows and when down nothing?
