9:52 those are costumes of Bolivian folkloric dance "diablada". Some countries have tried to culturally appropriate it but it's our. Look up diablada oruro. We also created "morenada" "saya", "caporales", "tinku", "tobas".

Just WOW! you guys had a few of the best shots I have seen of Uyuni! Those lizard costume statues in the hotel are part of the Oruro Carnival, which is the second biggest carnival in South America. There are a few videos worth watching!
