There was a video of the foreign relation minister in China bragging about the fact they'll pretend like China isn't good at stuff, have their "trained" skilled workforce apply to overseas jobs, and then steal the tech. The openly apologize, and then turn around and do it again to someone else, and continue the cycle, going back to the being, once the first person has gotten over it.
He was literally quoted saying "What are they gonna do?" and laughed with everyone in the room.
They only train the people in China enough to know what to steal, but not how to innovate or improve.

It's why Korean (the most targeted and victimized) and Japan has straight up just sworn off hiring from China.

It is worth noting that the number two power may still be able to mess up anyone else that they end up in a fight with that isn’t the number one power or an ally of that power. This means that if the USA does wind up ahead, as is hoped, everyone else will have to ally with them if they don’t want Bejing messing with them.

When China and Russia were talking about plans to create a new international reserve currency based on a basket of currencies of BRICS, that's when everything started to change for China. They worked so hard to become a potential Dominating Nation, and it went out the window. Russia and China woke up the beast and now they are both suffering.
