However, as every year, the main culprit for the forest and bush fires is assigned to a character who plays a shady and double-edged role in the debates: the arsonist. Pointing the finger at arsonists distracts from the fact that the state has done nothing to combat the criminal slash and burn. The fact that Greece - the only EU country - does not have a forest cadastre is an invitation to arson. The law on the registration of protected forest areas was passed 30 years ago; to date, the cartographic work has only been completed for 6 percent of the country.
But this deficiency could also be remedied. The Greek parliament would only have to pass a law that consists of one sentence: "Burned-out forest areas are to be reforested without exception and must never be rededicated as pasture or building land."
Greek environmentalists have been calling for this for twenty years. No government - conservative or socialist - has ever tabled such a law.
