It is required for current California's restaurant businesses to have a Certified Food Manager on staff at all times during working hours, it is also required that food handler must be trained and certificated, having a current Food Handler's Card as well. I'm wondering where the break-down occurred; was it a laps in management and a breakdown in ongoing training and enforcement of the rules? Or something else.
