Honestly that's crazy. I spent some time thinking how it could be okay, and the only thing I thought of would be like if she was really emotionally immature for her age and he was very emotionally mature for his age. Then maybe because they'd both be around the same age mentally. It's just that that is extremely rare and very most likely not the case. 19yr olds are more like young adults where 14yr olds are teenagers. The mental gap is pretty big between the two. The only other things I could think of would be if she didn't think too much of it (I doubt since she lied about being 19 and cut off connection afterwards.) or that she grew up in an environment that thought it was okay (again, doubtful because she lied and the cut off the communication). These don't make it okay, but it could mean that she genuinely didn't think it was bad as it actually is. If you never question what you grew up hearing, it can lead you to do things that are bad until you actually question it and realize it (we've all done stuff like that before.)
