The uniform and badge is a nostalgic connection to Picard's past, just like decommissioned officers keep metals and old uniforms stored away. The communicator badge is not like a consumer level Nokia phone. This one can do planet to ship calls and subspace communication distress signals it seems. A better comparison would be more like a satellite phone the military use.

I would think of him keeping his communicator as more of a thing like an old military or police officer. Remember these weren't just communicators, they were symbols of Starfleet. It's like an old cop keeping his badge, or a military officer keeping his old uniform.

I would also keep the comm badge because it was earned as an officer. Like when I was a firefighter, I kept my first badge after they changed the design for the county. It was sentimental and they didn’t ask for me to turn it back in.
For his stack of stuff in the study, I tend to think maybe the whole place was being renovated or something so he had to move stuff from one side of the chateau to the other. No matter what it is, I’m excited for the new season! Can’t wait to see all the old crew back again. Feels like a family reunion.

Season 2 should have ended with Q re-spawning the Enterprise D for Picard to take out one last time. Now that would have been an epic cliffhanger.

Communicator is a sign of picard's past and his service to starfleet for which he has a lot of respect. It makes a lot of sense to me that he would keep his badge. Other officers might not, but a captain of the flagship of the federation would definitely.

Oi! Don't phone shame me. I still have my old Nokia 3310 from the 2k's in the kitchen draw. Sure, she don't work with the current networks anymore. But she still turns on whip quick for a few games of Snake when the need arises. I actually bought a dark blue cover for it back in the day. And the 3310 had a picture editor on it, that allowed me to add a Decepticon logo to the screen Generation 1 style. Add to that, 0055 ringtone numbers that cost a mint for the Transformers theme. And she was the epitome Cybertronian espionage. lol

I used to keep my military uniform in a plastic bag in a case, it is a way that military people keep connected with their best or worst experiences. I had both, so keeping my uniform was a positive connection to them.

Most people who have served in the armed forces for some length of time would hang on to their uniform, most likely their dress uniforms and all the medals and ribbons that they have earned on them .

I would say it is Moriarty calling, also because of the singing man (Moriarty). And he also took control of the computer of the enterprise, so he knows the old frequency/codec of the communicator.

That communicator would actually be more then 30 years old. That communicator is also painted wrong, it's missing the black border around the arrowhead.
