Because the work is unprofessional, they do not follow specifications, and whoever leads the work is not an engineer

Investigations will no doubt reveal if the specifications of the shotcrete retaining wall were adequate to begin with, and whether those instructions were followed. It could be the case that there is not enough concrete, too few anchors, etc. but we won't know until the end of the investigation.
