If Lucci has haki now after haki's been utilized and fleshed out more since his appearance, I think he takes the W here. Enel's only a threat because nobody on his island posed a threat with haki and he had a top tier logia.
A top tier fighter with haki would knock out Enel. If it's just pre-time skip Lucci though, he's probably taking the L and Enel stomps.
