7 represents the whole, 1 is the number of parts available now of the whole. If you multiply a part, the parts would have to add up to the whole. The whole is divided in to 7 parts, 2 x 1 part yields you 2 parts hence 2 parts of the 7 whole. Going more abstract, up the conceptual ladder and explaining what makes logical sense in context just adds to the confusion towards those who do not naturally think like or speak the language already. Lack of unified nomenclature and culture in the discipline has been hampering mathematics education for at least a good century if not longer.
