Bucky: Was under Captain America's shadow, let alone being brainwashed by HYDRA and made to commit terrorism.
Alexi: Out of his mojo as the Red Guardian, for the Soviet Union is long gone and he no longer has a purpose.
John: Failed to stand by Captain America's values and reduced to a black spot in the legacy of Captain America
Ava: Recovered from the pain she received from her powers, not without doing some damage.
Antonia: Free from Dreykov's Black Widow mind control and wants to do better.

Yeah, these characters are the nobodies or underdogs who need a shot at redemption and to shine on their own, and this movie is giving them that chance to do so together; and the bgm just fits.
