For those of you who think those gentle touches are abuse, I offer a little food for thought: Have you never seen a pack of puppies playing together and interacting with older dogs?
Tussling like that helps to build pack cohesiveness and begins establishing pecking order. Make no mistake. Dogs are hardwired for pack mentality. The person with that puppy was playing and interacting, gently I might add, in a way that is understandable to the puppy's mind. "My older, larger pack member is playing with me! Yay!"
Now, if he was hitting the puppy roughly or grabbing and shaking it, that would be entirely different.
Puppies love to wrestle. Puppies love to play. Compared to the sort of tussling that would be happening with his siblings or older dogs in the pack, those little touches are beyond gentle.
Add to that, this is a working dog. That stimulation and target tracking play helps stimulate their mental growth and awareness.
Gentle play does not make an aggressive dog. It makes for a well-balanced pack mentality.
Kangals are livestock giardian dogs and are fiercely protective of their packs, which include their people and the animals they guard.
Can they be aggressive? Absolutely. Any dog can. However, those of you commenting negatively are judging from short clips of 2 puppies and different full grown dogs. You have no true frame of reference for why the dogs are barking and in protection mode.
