They blur the wheel wells because the types of parts the brake/platform technician uses can be easily identified by anyone else racing the same class, and if they get beat by someone who copied their exact parts and setup, it would be a big loss... Every part is sourced by different manufacturers, this tech may have found a good benefit from using a specific set of different parts, and doesn't want anyone else to steal his research...
Those nascar setups are also very exclusive, and this also probably prevents people from knowing how to tamper with them or 'copy' them illegally at home.
