i think tibetan empire is also very hard to form because:

1. tibet doesn’t exist to start
2. limited natural resources
3. only 1 square city so tanks are rather hard to produce
4. very hard to move your units across your mountainous terrain
5. tibet has a very small population, economy, and manpower
6. you need territory from india and pakistan
7. constant threats of invasion of you or required land from russia, india, or china if they hadn’t fully collapsed
