For those that couldn’t figure out how to get onto the building in the water to jump onto the Tallneck, you have to swim underwater and there is an entrance and then a staircase inside.

This guide was helpful thank you very much. For anyone having trouble getting to this Tallneck, you need to progress to a main story quest called Faro's Tomb which takes you to Legacy's Landfall. Once you have done this you will have access to the Tallneck. If you try to swim out to this one before you have access to Legacy's Landfall it will tell you that you can't progress any further at the moment.
