This is a scene from Mel Brooks' 1981 film "History of the World, Part 1" - the French Revolution segment, where Brooks is playing King Louis XVI and the late Harvey Korman is playing the Count de Monay. Some commenters have pointed out that this is an unfair depiction of Louis but perhaps not so unfair a depiction of the system!
