Show Popup Automatically After Site Finishes Loading - No JavaScript

In this video I will show you how to create this cool project with HTML and CSS only. I've created a video where I create a Popup that shows automatically after site finishes loading but that was with JavaScript. I got a request to create another one without JavaScript so here it is.
