Trump endorsing Johnson as a way to put the spotlight on him to do the right thing. If Johnson fails to deliver, then Trump can criticize him and say that he did gave Johnson a chance. This will put all the blame on Johnson for intentionally wrecking the 'America First' mandate. I believe that there is some political forethought and underlying leverage at play here.
