There is more of a problem that the safety staff are lumbering and unfit, they need to be able to reach the car quickly as every second counts when a driver is in danger.

Because the fire extinguisher dude, in fact ran up the hill, then back to rolling car to chock the front wheels with a block (prevent car from rolling down hill)....after he realized he needed more than just an extinguisher

Hard to believe F1 is still so old fashioned when it comes to safety response. Look at crash videos from the 70's. The response tactics are the same and they aren't good. Run the truck clear to the barrier and w a mounted foam jet. The fire would've been extinguished within seconds. Those drivers deserve a highly trained professional response team. Not local volunteers.
