For those wondering: This was a time when the race director and the emergency response director were specific duties and could respond resources freely. The spin and engine fire resulted in the Emergency Response Controller "scrambling" the fire vehicle, prior to the race director "scrambling" the safety car. Minor issue which could have caused significant problems if the field wasn't slowed quickly (also didn't help that the fire car didn't have his roof lights flashing!).
New regulations dictate only the race director can authorise emergency vehicles onto the track, via the emergency response controller.
