Founder of Maratha empire Chhatrapati Shivaji created hindavi swaraj, self-ruled Indian empire in a small enclave.
But later Marathas created Maratha empire in half of India many times larger, stronger, and wealthier.
And later marathas went even further and made their own house states. Downfall was must. They defeated the very purpose of Shivaji's foundation of state.

Chhatrpati Shahu was not a nominal ruler.
He was an effective ruler.
The peshwas gained direct control and made Chhatrpati position nominal in 1750, after the death of Chhatrpati Shahu.
