That's pretty much how it was under the Achaemenids.

Oh thank the Lord, I hated the Cultural assimilation thing.
I like having an empire with a shitload of cultures, even if it makes it harder.

Mono cultured factions are boring.

I just finished a EU4 emperor campaign and now I am ready for a new rome campaign and then I can try CKIII.
And then I can try out a new Stellaris/Hoi or Skylines DLC and the circles continues

I really, really, really wanted to like IR. I hope you keep developing it. Yet I still feel like it falls far shy of the mark. I don't get a sense of "rulership" as you get with CK, nor of "generalship" you get with EUIV.

Next update should push the starting date either a bit further back or allot further forward because 304BC until 27BC is just waaaay too short. Campaigns go by in a flash.

I always wanted to do this in a strategy game; after all is thanks to integration if Rome succeeded where Greece failed, to unify the Mediterranean.I’m honestly going to do like in real history, giving citizenship little by little, to make things more interesting
