I was there in Madrid, 11 years old and I remember that the problem was only between players. They could only stop Maradona with bad kicks, and Athletic Bilbao did that very well, until Maradona said enough... the supporters of both teams were calm and there were no incidents. All the shit happened on the pitch.

Back then in Pele and Maradona era was more brutal with ruthless players lenient referees and less medical support, you had to be a soldier just to survive as you see how Maradona was. I even heard that Pele was involved in 13 fights.
