I think you have used the thin variety of Aval in this recipe. Does the thick variety work too?

When I make aval upma, I generally use the thin variety and do not soak but just wash it in water, strain it and directly add to the ingredients in the pan as soaking causes the rice flakes to disintegrate especially as in India rice flakes end up being quite dusty even if already sieved a few times and a few rinses are required to clean the aval.
