I don't think arceus is up the mountain I think it's probably dialga, in episode 11 wartortle is gonna fight dialga to get chimchar back to life then he'll travel back in time to save charmander
In my opinion most things line up perfectly the abomasnow said there's gods up the mountain leading to only 4 possible candidates dialga is the god of time and just like in the anime he can turn pokemon into their pre evos and contol time

Edit:I just remembered about episode 8 where pokemon go into this white void and obviously this is relevant to the story I don't really know what's happen with the whit void tho
