Hi, I have one of these locks. I had great difficulty this morning in getting it off the wheel. When it is unlocked should the locking lugs withdraw into the lock mechanism?

What is the point of the hex bolt? Is that a security weak link? What stops me just removing the locking portion with a hex key and removing the lock?
