It’s not exactly that that specific power level is unreachable, it’s simply the fact that there is a ceiling to his power and this proves it. If you think about it though... Everyone used in the ritual is only there because of Gokus hard work so he did earn it... Not through his physical strength but through the relationships he forged with those around him.

Vegeta is only still alive because of Goku and without Goku being around, Vegetas heart wouldn't have been riotous enough to even perform the ritual. Not to mention that all the other Saiyans used in the ritual are his offspring and/or blood. He worked his entire life to fulfill this ritual so he did earn it, just not the way Goku would have wanted.
