Can utility crews dig in your yard without permission?

When are you entitled to know when a utility company or crew starts doing work near or on your property?

It's not your property but if they cut your water line or gas line than it's your responsibility to deal with it?! none of these crews speak English. There's no communication they just show up and start damaging your property
