I’m pretty sure that it’s stated multiple times in the show that bluey and bingo are girls. But I read somewhere that in some countries they actually changed them into boys. Why I don’t know but they did. Same as Homer Simpson in the Middle East. He doesn’t drink beer there. It’s soda or something

And in some international dubs (I don't know which ones) Mackenzie is a girl for most likely the reasons you gave

It's because putting long curly eyelashes and/or a bow on female animals has become so normalised in kid's animation. We see a dog with no explicitly gendered character design traits and our mind immediately goes "boy". Add to that the fact that she's blue, and people get even more prone to getting it wrong. I commend the creators for animating girl dogs and boy dogs the same - after all, they don't look all that different to eachother in real life - and on top of that, being good enough sports to crack jokes about it.
