No, the dilapidation of London in the world of 1984 has little to do with the totalitarian rule of the Party. The Soviet Union was also a totalitarian system under Stalin and yet rebuilt its cities devastated by the Nazi invasion as well as the cities of the Eastern European countries they occupied within 10-15 years. The Atomic War of the 1950s no doubt devastated so much of Britain that little of its industrial capacity would have remained intact. If that war was global, which it likely was, chances are there is no actual "outside world" from which any form of aid could come from either, which sort of support's Julia's idea that the War Oceania is supposedly engaged in is fake. The subjects of Oceania would have no means to confirm one way or the other what they're being told is factual or not, particularly with the continual propaganda of the Party battering away at their mentalities. London and whatever cities remain in Britain are still dilapidated because the industrial capacity to rebuild them evidently no longer exists, as Goldstein's book infers, and all remaining productive capacity is devoted to keeping the people barely fed, the army and police forces supplied, and manufacturing and maintaining in operation all devices for police surveillance and interrogation/torture as well as maintaining the Telescreen network central to both propaganda and surveillance purposes. It is true the dilapidation of London and the other cities of "Airstrip One" serves the purposes of the Party as their rule depends upon a continual state of poverty and ignorance to make their control complete, but that is simply the Party taking advantage of a state of general devastation they are otherwise powerless to rectify. The Britain of 1984 has all the hallmarks of a post-atomic hellscape with a population that is slowly dying off, its remaining resources running out, and likely has about 30-50 years left.
