A public sector-private sector collaboration could produce 1 billion test kits and develop the infrastructure for testing them. Setting it up would stimulate the economy. People could walk in and get on demand testing without a doctor's note, and they could do it multiple times. Supermarket checkers, mass transit workers, and other who interact with many could get weekly or daily testing. The information would make it possible to target anti-epidemic measures more effectively. The increased confidence in the safety of daily life would help the country get back to business as usual. And we would be ready for the next disease (if there is one), which could conceivably have a higher mortality rate.

The removal payroll tax is the least effective method of getting the economy of the ground....an extension for now and allow people have access to cash for those potentially effected. If the federal government gives interest free loans to SMEs businesses and guarantee loans for big business with big businesses, we should be good until July. Have the fed buy all the governments debt and let the funds go elsewhere.
