Is there a inversion between the UART levels and 232 levels on idle state ?

RS-232 is not a protocol. That standard only defines pins and voltage levels. What you are referring to is the NRZ protocol. It stands for "Non Return to Zero". You can run this same protocol over RS-422/423 or RS-485.
