I'm reading the new 2019 Project Update Report, and the big selling point here is that this section from Bakersfield to Merced will supposedly saved $20 million a year over current infrastructure. Only problem is, they're spending $18 billion to accomplish that. Anyone with more than a 1st grade education can then figure out that means 900 years for ROI. NINE HUNDRED YEARS! But here's the other thing... the other sections were supposed to be financed by PROFIT from the Central Valley section. If the Central Valley section is losing money, how are the other lines getting paid for? THEY AREN'T. This is a direct quote from the report: "There are currently no funds committed or appropriated for the project after 2030." They won't be built and we will be stuck with a money losing line no one voted for. In addition, the cost estimates for both valley-to-valley and Phase 1 have gone up AGAIN, but they are completely disingenuous STILL because they're based on year of expenditure times that are completely unobtainable, and the authority knows that every year you tack on will cost billions in inflation. This project is an outright scam at this point with the authority STILL misleading us! It is very important to realize that there is NO PLAN to actually BUILD this line outside of the Central Valley. The idea that it will extend beyond Bakersfield and Merced is pure rhetoric. It's right there in the report.
