Magnetic dipoles fall off as 1/r^3. Only magnetic monopoles fall of as 1/r^2. Because you are farther away than the distance between the poles of the magnets, it's the dipole that's relevant.

Not to mention that if you have a strong enough electromagnet to attract a zonking great shield from a few yards away in a battlefield while surrounded by smaller, and more importantly sharper, metal fragments and shrapnel . . . you will probably find yourself rather perforated before the shield returns to you.

Of course if we're assuming the Stark Arc Reactor is powering Cap's electromagnet, we can also assume that the wiring is made of vibranium so it wouldnt melt. :)
