This isn't just an issue in NY, and it's not just an issue in the public sector of this industry. Its rampant throughout. Housing Authorities nationwide should be looking at this issue closer, as should private sector leadership.

Q: Who is the worst slumlord in NYC?
A: The NYC Housing Authority.
Some of their public housing units have had no heat in years, still have lead paint, windows that leak water and/or cold air, etc. If you asked the KKK to set up public housing for people of color, they would end up in better condiitons.

Sadly, this is typical NYC. A few years ago, the city was building a new bus stop. Anywhere else in the country outside of a big city, it would have cost maybe $15, 000 and been done in a week-two weeks tops. Instead, it took ten years, $15 million dollars- and then had to be ripped out, as it was in the wrong location.
For the money the City has spent on "studies" for the abandoned North Shore Railroad on Staten Island, they could have refurbished the rails, built temporary passenger platforms (with handicap access) and bought a used locomotive or two and some used passenger cars. FYI I ran the numbers on this- looked into the cost of a contractor restoring the rails, cost for the platforms, etc. So not just talking out of my butt here.
