prerequisites: knowing what select/epoll is : basically you subscribe to some events(timer expired, some connection was established) and you get notified by the OS. This is in contrast to easier and slower: in a loop sleep for 100 ms and check some flag every time when you wake up.

boost siphoned off the reactor from the ACE (Adaptive Communications Environment) library.

There is some important bit missing. Might be an assumption of knowledge issue. Any which way I have no idea what this talk was meant to convey.
