I can't find opencv-python, do we need to pre install it?

I tried installing it, but it said this: ERROR: Could not build wheels for opencv-python which use PEP 517 and cannot be installed directly

Sir I imported open cv... but cv2 has no functions like imread, imshow, different filters and all...how can I get those... please help me to get through...I am totally frustrated now
