Look at the sticker on the door. There is a maximum height that should be able to sit in the back seats. But over all you're right, it is more or less only usefull for a jacket or something like that.

As a TT owner with a short girlfriend, I have learned that I fit bettter in the back when she drives, than she fits if I drive. Lesson: Tiny people in the front

They only put back seats for insurance purposes

I took my back seats out (8J Manual TTRS). My first car was a FC RX7 Savannah. Same deal. Rear seats? Pfffft! The price difference to an RS3 Sedan or even the hatch with the limited use outside of a fun car is probably why theyve stopped making them.

From where I’m from, you’d be lucky to fit an elementary schooler in those backseats, mostly because high schoolers are adult sized or bigger.

I mean i would say they are more like emergency seats or so. It's definitely not a car you want people in the back doing a long journey in thats more than 30 mins.
