Sadiq Khan Launches Crackdown on Rickshaws in London.
Officially called pedicabs, these rickshaws are currently the only form of unregulated public transport in the city.
Transport for London (TfL) is proposing new measures of regulation, including fare calculations based on journey time, distance traveled, or a zone-based structure similar to the Tube.
Other proposed rules include a one-year license for drivers, criminal background checks, proof of insurance, and mandatory vehicle inspections.

I know they look like a bit of fun so I understand why people are tempted to use them, however they've got an extremely bad reputation for ripping passengers off.
Personally I'd use a black cab instead. If you're a tourist and want a "London experience" black cabs are just as iconic, like red phone boxes. They're properly regulated, you're sheltered from bad weather, and the drivers know where they're going too!
