Big Ben chimes in full - Assassins Creed Syndicate

In-game, Big ben can be heard bonging away with all of the other clocks of the city at 12, 3, 6 and 9. The full Westminster quarters chimes however only seem to be heard at midnight in AC:S. I could be wrong of course!

I haven't seen an AC:S video with the full chimes so here it is.

Does it only do it when the clock strikes 12? I was standing by the clock when it hit 7, and it didn't chime
