As someone else said, you have the electric pulse in the last slot, so it's the lowest priority.

THe priority goes from left to right on the top row and then left to right on the second row. so get those action item mods, so to speak, closer to the top left.

I bet you anything the reason it doesn't do the Electro Pulse is because you have the precept farther down the list than both Arc Coil and Guardian. Guardian isn't a big issue since it's more reactive, but Arc Coil would take priority in being cast over the other one in nearly all scenarios. Try swapping their placement for best results.
