Baldwin just saved Renauld's life and the lives of everyone in this city by personally racing his entire army a great distance while dying from leprosy. Personally negotiates with their attacking armies and arch enemies and humiliates him in the city he just prevented from getting sacked.

Baldwin really was just built different.

Since I find "I am Jerusalem" line doesn’t make any sense with the actual movie story and events I think he actually said I and Jerusalem and you Reynald will give us the kiss of peace unless it “I am Jerusalem” line would make total sense if he was telling Reynald he is the Jerusalem and he will give him the kiss of peace it was just to make him never break peace in Jerusalem or in between relations with other countries or empires for that matter like
Jerusalem: I am Jerusalem now give me the kiss of peace
Reynald: gives the kiss of peace
Jerusalem: Proceeds to imprison him (not that it was bad thing tho but the opposite)
