Topaz AI Video Enhancer is a paid program, however you can get it in other ways if you know what I mean... I used version 2.7 in this video.

Quick disclaimer, i know real-esrgan is far better in terms of final result, however each frame takes ages to render, so it's not really convenient imo (it's probably better to do a 2 pass enhance using topaz)
