Each person has his or her opinion, but I think this was fairly an independent view and assessment! Looks fair and sensible.i too believe ARUA is fair than most of the cities, it's scattered wide not concentrated in the centre like mbale and gülü and mbarara could follow closely.ive been in all the above mentioned cities
