This means that traffic offenses are considered civil, not criminal, except in the cases of significant offenses, such as DUI, suspended license, leaving the scene of an accident, drag racing. Was his license suspended or something? Even careless driving, which is what he did, would be considered a civil offense.

00:42 - You need to have your license taken away and be relegated to the bus. Aggressive driver, tailgating, slamming on the accelerator then brake then repeating, honking at multiple cars. When you are having issues with multiple other drivers. "Insurance has already found the other driver at fault" WHAT? No, not in a million years, you are also a liar. No insurance investigator would EVER watch that video and find the other driver at fault. That is 100% your failure to maintain proper distance, and your anger management issues, that caused that accident.
