To be fair, elgyem and beheyem learning steel-wing is an aera 51 reference... Seeing as it TM-51 was steel wing at one point.

While Elgyem can learn Steel Wing because it's TM 51 in Gen 6 & 7, in Gen 5 TM 51 was Ally Switch so it made more sense there. Seems like in Gen 8 they weren't as willing to make them learn the new TM 51, Icicle Spear

Drowzee learns poison gas but prior to gen 2 koffing and weezing couldn't learn poison gas

On the surface Jolteon knowing pin missile makes no sense, until you see the dex entries which state its hairs are all on edge (because its always scared/ or angry) and can be launched due to the electricity built up
