External Notes:
While the transition to a Poison Type Gym specialty is an appropriate one, the presence of a poison type gym in neighboring Kanto, as well as the elevation of Fuchsia Leader Koga to Elite Four Status following Agatha's retirement the addition of yet ANOTHER facility specialized in the use of Poison Type Pokémon seems redundant. A transition to a Dark Type Gym would arguably be more reflective of the Johto Region as a whole as such the following additions are suggested for Peer review
Crucial additions:
B: Houndour, Murkrow, Sneasel
BL/I: Umbreon (as with Agent Hayfields suggestion of Crobat, an Umbreon should be of no issue for Leader Morty to acquire.)
BL/E: Houndoom, Tyranitar (Note: Due to the Indigo Leagues stunning lack of investment in the Gyms under its care so far, assistance in the procurement/rehabilitation and/or training of a specimen within this evolutionary line, as there are admittedly few options for an experienced trainer of this specialization otherwise that can be reasonably acquired.)
Optional additions:
Weavile (The acquisition of a Razor Claw for purposes of evolving a Sneasel WOULD be difficult given their scarcity in Johto but considering that the Gym at issue without question needs serious alteration to its roster regardless of which type it transitions to, the Indigo League should be more than happy to render aid in such an endeavor.)
Honchkrow (see above comment regarding the Razor Claw, or Agent Hayfields notes on the use of Evolutionary Stones in Gym Rosters.)
Larvitar
Pupitar (The addition of these two Pokémon, while not Dark type themselves, is in keeping with Agent Hayfields demonstrated views on such situations given the Pokemon in questions relation to Tyranitar.)

It is Noteworthy however that a transition to this Type results in a total roster of 5 Pokemon of even remote viability for experienced challengers to face. That said Agent Hayfields proposed changes leave a Combined roster of 4 Pokémon truly Viable for experienced Trainers (Vileplume, Crobat, Weezing, and Gengar. Forcing him to rely on Ariados and Qwillfish to supplement his roster without any mention whatsoever of Muk or Grimer at all strikes this Agent as a rather humorous if entirely inconsequential gaff.)

Honestly I feel like while it's a very distant region, Banette and Shuppet might do well here, and a Crobat would work as Golbat does for Agatha. Also, as a Ghost type Fog gym user, Marty needs to install some smoke machines.
