Bully Maguire is actually leagues stronger than Base-form Spiderman with the suit on. His power comes from his extreme cockiness combined with a subtle aggression, which automatically turns him into the chaddest of chads.
He's able to perform complicated dance moves, with jazz and 1970's funk music resonating directly from his body and soul. His levels of confidence skyrocket as he becomes exponentially more attractive to women, lays his feet on his boss' desk at work, and makes anything he's wearing extremely fashionable. He can also summon dirt at will, and shoot it into the eyes of his enemies, effectively incapacitating them, or almost killing them.
But what makes Bully Maguire truly terrifying is that he's reached such high levels of cultural significance that he can effortlessly hop across many different universes without even needing to open a portal first. He's gone toe to toe with both Captain America and the Winter Soldier in hand to hand combat, he's lifted and used Mjolnir at its full power, and has won dance-offs against the entire rosters of fighters in games like Mortal Kombat or Super Smash Bros.
So who knows... One day he could appear in your universe, right where you are, and put some dirt in your eye... just because he feels like it.

Also let’s not forget this man was an absolute tank in terms of durability. In spiderman 3 he was able to casually get stabbed and withstood it. Not to mention he was also able to stop Tom holland spidey at his most dangerous state with no difficulty as well as getting stabbed again by green goblin. Again he was fine
