y'know, considering the comment someone here mentioned about it being actually based on that theme from pokemon, I have the feeling that's actually intended since the villain song in "Once Upon An SMG4" has slight inspirations from Beethoven virus, so they definitely fit alongside all the parodies that mr. puzzles does with his shows
it could also fit as him trying to tug on viewers' nostalgia by pulling from an old pokemon game people love, and as a member of a community that's half blinded by nostalgia, it's definitely a powerful thing
hell he could be relying on that nostalgia to make people actually enjoy his shows since nostalgia tends to make people defensive about things and really care about it
