How to connect via macbook and iphone? IPsec/L2TP setting?

It works only in localhost and network, if client has different network then it's not possible to connect cause you use local host IP 192.168.X.X, so how to use Public IP? I tried DDNS host name for softether and azure, both doesn't work too
